as mw2 is not officially out yet the only they they could be in is the beta. Lets face it usualy what you see in the test phase is not exactly what we get on release. If what activation has said is true. While yes they will probably still be cheaters. there should be a significant decrease. Sure they can create a new free account when banned. However they need a new authenticated phone number every time. it would be the equivalent have buying MW2 over and over again. This in it self should be a huge deterrent then the anti-cheat.
