It's easy to deal with scalpers. Step 1: Sell up to 2 to 4 tickets per name. Step 2: The named buyer must arrive in person at the door. The tickets are then converted into badges which are printed at the door with the name and picture of the person it is for. Step 3: If the named person can not show or one or more of the people that were going to come can not, the ticket can be refunded directly to the venue/seller for what was paid for it, minus some nominal refund fee. Step 4: The venue/seller can sell the refunded tickets in advance if refunded early enough, or at the door.
The downside is that there's a significant amount of overhead involved in checking IDs and printing badges at the door. However, the amount of money needed to do that (hire enough staff to process enough people fast enough, have enough machines to print badges fast enough) but that overhead is much less than the markup from scalpers.
