Just because you restart doesn't mean you are going to lose those moments. But the reason restarting may seem useful is because is people are not going to watch a channel that has 24K subs but gets less than 200 views. But if they see a channel with lets say 1K subs and gets 500 views it's much better. Also the Youtube update already deleted inactive accounts but it does not delete accounts at still other watch other channels but your own. These are the reasons why I feel it would be a smart move in the long run for you to create a new channel with new art and things like that but keep this old channel too look back on the memories
