  2. Chill, blizzard employs the technique of overtunning a UP spec (as UH was in 8.0 after pre-patch nerfs) in a non-important time, for example a month before the end of the season, cus it's easier to correctly balance an OP spec than it is to balance a UP spec (also the data you gather in the PTR is poor bc of low population, so that is the only way – also letting the crybabies have some fun b4 getting normalised again). They do this in all of their games. 22nd of January is the date the TSG elbow button mashing stops.
